Default Shut Down problem

It has recently been necessary for me to reinstall XP,
now I've done so all I get is the message 'it is now safe
to turn off your computer,' The only way I can do this is
by using the main power switch, the on/off switch on the
computer does nothing. I have followed instructions I was
supplied with the last time this happened but no luck
this time. To make it as brief as possible, I checked in
BIOS that ACPI was enabled, but device manager still
shows it as a Standard PC. A BIOS update is not
available. I can do nothing in Power Options advanced
tab, the only option given is to show the icon on the
taskbar. I have also been into the Registry and changed
Powerdown, etc. from 0 to 1 (this cured it last time) As
I am now stumped for what else to do, hope someone out
there can come up with the solution.
