why is "my network places" empty?

Default why is "my network places" empty?

i have two computers networked through a router. on both computers i have
shared folders. when i go to my network places on either it's empty. however
when i go to my network places view workgroup computer computername i can
see the shared folders.

"automatically search for network folder and printers" is off. is this the
problem? or should shared folders show up in my network places regardless?
