Default how do you run a program from a different user account

I have i-tunes running on my windows xp which happens to be when logged in as
an administrator. I then create a new user account which is a limited account.
How can I then run i-tunes without having to go and install it on the new
user account.

Ask Apple. They wrote it and ignored Windows guidelines if what you say is true.
