I took someone's advice and deleted the update from installed updates.
Windows Update then downloaded it again, and this time it installed without
incident.

I had the same problem yesterday after I restored a backup (windows 7 from april 2014).
Did you connect your hard drive on an other sata port on your motherboard before the problem occured?
I solved this by connecting my hard drive on the sata port where it was initially a few months ago.

installed updates" or in the main Programs and Features list. Even more
conclusive evidence that the KB2949927 update has not been installed is
the fact that Windows Update still shows this update as important and
awaiting installation.

NOTE:

(1) I do not allow automatic downloading and installation of any
software updates for which I have that option. I want to schedule
updates for when it is convenient for me, especially updates that
require rebooting or an Internet connection after the initial download
(e.g., Windows).

(2) I update the various Microsoft products separately, which
facilitates reverting to a prior state. Thus, with the October package,
each of the following was done separately: Windows 7, .NET Framework,
Internet Explorer, Office 2007.


The update for KB2949927 has disappeared from the list of pending
updates in Windows Update on my PC. I guess that resolves my problem,
at least for now.

It was pulled...no longer being pushed down..

It actually said 'pending' ?

I did not modify any hardware.

For 40+ years, I was a software engineer (programmer, tester,
requirements analyst, etc). Do you know how many software engineers it
takes to change a lightbulb? None! That is a hardware problem.
