Default wierd application window

I am unable to close down the application window connected to the ctrl alt
del function. (You know, the application that helps you shut down dodgy
programs, not sure whay it is called in English.) Anyways, the blue line on
the top of the window frame, the one with the x in the right corner, has
dissapeared... Does anyone know how to get it back? I've tried to reboot and
all the obvoius stuff...

The "application" is Task Manager. Just double click on the top bar of
the application window and you will get the full display back.
