Obviously it's a highly controversial upgrade, maybe it's best to not
ever upgrade to it, but Microsoft is already talking about the 1904
upgrade. I haven't been offered this upgrade yet. Microsoft usually
doesn't allow an upgrade between two non-adjacent versions. Just
concerned that I may get stuck on 1803 forever, or I'm going to be
offered the 1809 just weeks before 1904 is offered to me, and I'd have
to go through two major upgrades soon after each other.

1809 is always optional, until 1803 and all older versions are
officially certified dead and made unavailable.

In the end, it's your call, your choice!

Keep a copy of build 1803's ISO. You might NOT be able to grab it again.

My work laptop is on "Semi Annual" rather than "Semi Annual targetted"
and it hasn't been offered 1809 yet, no rush. My home laptop I pushed
the 1809 update to it on day one.

Obviously it's a highly controversial upgrade, maybe it's best to not
ever upgrade to it, but Microsoft is already talking about the 1904

I had a similar problem with 1803. It just wouldn't install on my 1709
system. I finally downloaded 1809 from Microsoft's page using their upgrade
tool, and loaded it as an ISO on a thumb drive. I then mounted it to a
software DVD drive, and ran setup.exe from there. No problems and it worked
fine.

You might want to look into some of the issues with 1809. There are some
outstanding bugs that haven't been fixed yet, and if Microsoft determines
that they would affect your system, they won't send you the upgrade. If you
determine that is not the issue, or you want to go ahead and try it anyway,
just use the same method I did.

I have a test install here (activated) that has
not been offered 1809 by Windows Update. Still at 1803.

Patch Tuesdays are coming in as normal. Nothing should
really block the Upgrade, since the video card present
in the machine now is still in support (for another
three years at least).

They will push 1809 to you, roughly one month
before 1904. For hard cases (tablet owners), they
tend to put a push on near the end of a cycle.
For my test install case, that means in another
month or so, I'll be getting it.

I've never received an Upgrade via Windows Update yet!
I'm not patient enough for that. However, that test
install is specifically for testing Windows Update Upgrade
behavior, so waiting is all part of the fun for my test case.

I usually jam in a DVD, for the images that are considered
production.

Heidoc.net has all of the Windows 10 ISO files available for download
(from Microsoft), going back to July 2015. Grab them all, start a
collection.

I have never seen you posting anything working for you so it is not a
very big surprise for people here to know this.

Heidoc has a tool for generating a "URL" that points
at the download. The downloads would be on TechBench or
similar. The files are *not* hosted on Heidoc itself.
The Microsoft lawyers become mental if you do that
(host their software). That's why wsusoffline and
heidoc, deal in "pointers" to legit software, software
coming from a microsoft.com server of some sort
(or associated content distribution network).

I got it, it works just fine but I did have to re-install my Windows 7
games, not a really big deal.
