Default Chrome settings, how to remove URLs?

For some strange reason (Google), there are URLs permanently stuck in
Chrome.

Privacy and security Site Settings View permissions and data stored
across sites...

Why am I unable to get rid of those website URLs? I don't want to just
clear the data, I want to get rid of the URLs.

Yes, I know that's an impossible question to answer.
