Default SmartScreen

I disconnect the Ethernet cable & run an installer to test.
I get this surprising to me message from Windows 10!

SmartScreen can't be reached right now
Check your Internet connection.
Windows Defender SmartScreen is unreachable
and can't help you decide if this app is ok to run.

I didn't even know "SmartScreen" (whatever it is) was even running!

Googling I can quickly figure out what it is (it's legit spyware).

But there is no way I can find in Win10 1809 to turn SmartScreen off.

There is no mention of SmartScreen in this control panel applet.
Control Panel\System and Security\Security and Maintenance\

In Win10 1809 how do we turn SmartScreen completely off?

I don't want to have every program that I use being reported to MS.

Along the same lines of legit spyware that really does no good for me,
is there also a way to turn off the (legit spyware) to MS when a program is
not responding and I have to kill it?

I usually hit the "cancel" really fast when sending to Microsoft, but who
knows if I hit it fast enough (MS could already get it by the time I hit
that cancel button for example).

Is there also a way to turn off this sending my problem programs to MS?

"A problem caused the program to stop working correctly.
Windows will close the program and notify you if a solution is available."

I have seen this rude message too, and switched it off :-)

Apparently, I screwed up somehow, and that got turned on.
Maybe it slipped in during an Update or Upgrade...
