Default So Where's My Network Place?

I have two XP PCs on a LAN and am trying to get a third one up on it. I
can see it's there from this PC, but can't get to it. The new one
probably needs a share and something else. I do not see a My Network
Place on its desktop. How do I finish this off?

OK, I have the icon on my desktop now. However, it appears I was
mistaken about seeing the new PC. When I use My Network Places, I do
not see Computers Near Me. Maybe I really don't have the ethernet cable
connected to it. Off to look.

Nope. I went to the other building, and played a bit. I clicked on
Network Places, then the LAN icon for that PC, and got a message it was
connect. I came in here and sure enough, I could not only see it but
could get to it. No password required. Hmmm.

At some point out there not long ago, I tried sharing the C-drive. I got
a msg that wasn't a good idea but went ahead anyway. Perhaps that
explains the no pwd required. What to do now? The computer out there
can't see this machine, but it can see it. It has no See Computers Near
Me. Fumbling along ...
