How do I add or subtract programs to or from the New list
activated by the right mouse button?

I'm not sure exactly, but I think it's got something to do with C:\Documents and Settings\username\Templates

You can use TweakUI do this. Under TweakUI go to the templates section.

TweakUI can be downloaded from:
http://www.microsoft.com/windowsxp/p.../powertoys.asp
