Default Administrator field missing

I'm trying to help a friend with a problem he is having - he has XP Home SP2.
He is trying to uninstall a Norton product and it is telling him he needs to
be the administrator to do that. As far as he remembers, the product came
pre-installed on his Dell computer when he got it. Would Dell install under
an administrator login? He doesn't see any administrator login on the
Welcome screen. I've been reading some other posts where it says you access
administrator in XP Home in Safe Mode. Is that every time you need to access
it you have to boot in Safe Mode? One last issue - when he goes to User
Accts, he sees the other accts on the screen but no other wording. Nothing
about adding accts, changing accts, etc. What could that problem be? Thanks!
