Default Media Center Edition Limited Accounts

I am having trouble setting up limited user accounts with Media Center
2005. It keeps saying module missing. Also the publicly used toolkit
isn't available for media edition. Any help would be appreciated. I
maintain several laptops for our library but am not a professional.

Have you looked for error messages in Event Viewer after the user account
creation fails each time? This could give some useful information and a clue
as to what is wrong.
