Default Port configurations needed!

Hi,
I posted last week, but never got a response. I am at my
wits-end with XP Pro not allowing me to RECEIVE files, or
connect to webcams etc. I can send files, but I can't
receive them. (I have a cable modem too).
I have a wireless Linksys router that I disconnected - no
help, so I put it back in.
I removed Norton Internet Security - no help so I
reinstalled.
I configured some ports: 6891 to 6900 and 139, 145, 137
and 139 for Messenger - nothing.
The file says it is starting to transfer, but then it
always quits seconds later.

Need a guru,

I have the same problems with XP home, and no one seems to be able to help
