Default Starting a video chat

I have messenger 4.7 on an XP home box. I run Norton Internet Security.
For some reason I cannot get messenger to initiate a video chat, or send a
file. I can respond to an invitation and it all works fine but not the
other way around.

I have given messenger permission in the firewall configuration but it makes
no difference. I have also ensured that the XP firewall is off. What else
do I need to do?
