Default Making "Sharing and Security" permanent...

Hi everyone! I have enabled my portable hard drive to be shared on my home
network. But every time I turn it off or if the computer crashes, I have to
re-enable that function. Is there a way for me to make this permanent? It's
just an annoyance... and it doesn't happen with my computer's hard drive.

Nothing i have heard of short of full fault tolerant cluster technology cad
do that trick. I suppose it can be had for XP though $$$$$$?
