cant send files in messenger

Able to receive files thru messenger but cannot send any
at all, or start whiteboard, or have voice or video
conversations. Can anyone help me with this???
I do not have an outgoing firewall. I have windows
messenger 4.7. I am also unable to send files through
icq (irc/scoop).
