After serious thinking OREALLY wrote :

I lost mine some time ago and none of the recovery methods worked for
me so I search around and found this small no install app that does the
job as good as the original. It's called, of course,
WindowsUpdateNotifier. Here is the link to the author of this
replacement:

It's an excellent replacement imo.
