Default disable selected shared internet access

Can a wireless home network administrator revoke shared internet access
occasionally to selected clients from the server?

Wireless doesn't really enter into it...what's doing the "sharing"? Are you
using ICS? Or do all clients specify the default gateway of your
router/modem in their IP properties?
