I just noticed my updated 64-bit W7 HPE SP1 machines have
C:\Windows\AppCompat\Appraiser\.

Um, where is this coming from (did I miss a nosey KB update?) and how
can I stop its nosy telemetries?

OOPS!! I hit Send before I was ready.

I see very much the same as you with two exceptions. I do not have the
following files:
APPRAISER_FileInventory.xml
APPRAISER_TelemetryBaseline_TH2.bin
The files I do have are approximately the same size as yours and -- as
were yours -- were updated today. Mine were created 1 December 2018
with a timestamp (before coffee) when I would definitely NOT be updating
any software. I also have a folder in C:\Windows\AppCompat\Appraiser
named Telemetry, which is empty and which was created on 30 November 2018.

I installed two non-Window applications on 1 December from Nirsoft at
http://www.nirsoft.net/. My experience with Nirsoft indicates those
applications would not be sending telemetry to Microsoft.

I installed Security Update for Windows 7 for KB4467107 and Security and
Non-Security Update for .NET Framework for KB4467240 on 30 November at
about the same time the Telemetry folder was created. Unfortunately, my
logging of the Windows 7 update (not a Microsoft logging application)
failed before reporting changes to my file system. My logging of the
..NET update is complete but fails to show the creation of the Telemetry
folder.

If you get an answer to this situation elsewhere, PLEASE report back in
this newsgroup thread.

Even if you go through the wizards to disable telemetry, Microsoft
decided the processes will still run to compile that info despite it
doesn't get sent. A waste of CPU cycles to build data that isn't used.

I did the obvious and disabled the telemetry option: Control Panel -
Action Center - Change Action Center settings - Customer Experience
Improvement Programs settings, select "No, I don't want to participate
in the [CEIP] program". Then I went into Task scheduler under Task
Scheduler Library - Microsoft - Windows and:

- Under "Autochk" node:
o Disable the event to run the Proxy process.
- Under the "Customer Experience Improvement Program" node:
o Disable all its scheduled events.

In Services (services.msc), I disabled (not deleted):
- Application Experience

Those are the ones that I remember disabling. Maybe there are a couple
more. The whole CEIP telemetry isn't for your benefit as a user. The
attempt to use App Experience to help resolve problems is a failure. No
point in wasting CPU cycles to build a report that will never be sent or
try looking up app compatibility settings (those go into the registry)
since the help prompt rarely leads to a solution.

CEIP and App Experience are to see if there exist local rules on
compatibility modes and attributes when there is a problem loading or
running an [old] program. If the problem isn't resolved, data is
collected and sent to Microsoft but that's mostly to report the issue,
not resolve it. It's supposed to also lookup compatibility settings on
their server and why you get the worthless popup offering to resolve the
issue but that never helps. Personally I've not heard of anyone getting
any actual resolution with that App Experience prompt.

You don't need to delete any files. Just disable the scheduled tasks
and services for the telemetry and appEx processes.
