Default KB3095649: Why is a Windows 8.1 update being offered on Windows 7?

Here's the description of the patch:

Win32k.sys update in Windows: October 2015
https://support.microsoft.com/en-us/kb/3095649

Now, inside the description of this patch is:

Issues fixed in this update

Removes the Touch Hardware Quality Assurance (THQA) certification verification check in the Win32k.sys driver in Windows 8.1.
Font files remain open by the system, and can't be deleted when they're used in a call to CreateScalableFontResource in Windows Server 2012 R2.

There's absolutely no mention of Windows 7 within this patch, so why is
Microsoft offering this thing for Windows 7?

Because you are a stupid person who can't read or find the correct
Release Notes for that kb:

http://www.microsoft.com/en-us/download/details.aspx?id=49453&WT.mc_id=rss_windows_7

Have you thought of taking some literacy classes or even get some
intelligence by taking multi-vitamins and minerals. even drinking 1
litre of buttermilk a day might improve your intelligence.

You -- not-so-Good Guy -- are the stupid person, not Yousuf Khan. The
Web page at the link you give says:
For a complete listing of the issues that are included in this
update, see the associated Microsoft Knowledge Base article for more
information.

Also on that page is a link http://support.microsoft.com/kb/3095649 to
the KB3095649 article. The latter cites various "flavors" of Windows
8.1 and Windows Server 2012 R2. It makes no mention of Windows 7.

If you select the KB3095649 update in the "Select updates to install"
window and then select the "More information" at the right side of that
window, you get the same Web page.

Nowhere in navigating through the manual process of updating is there
any indication that KB3095649 applies to Windows 7.

If you insist on providing help(??) via rudeness, you must expect
rudeness in return.

Listen ****-for-brains, if you take a look at the description of that
patch, it takes you right back to the original article that I linked to
which has absolutely no mention of Windows 7 in it (nor Windows 8 for
that matter).

Strange isn't it. But I looked and we do have Win32k.sys in Win7, so
presumably, applying this patch will bring your Win32k.sys up to date,
even if the issue mentioned in the KB doesn't directly affect W7. Looks
innocuous enough...

Nothing seems innocuous with Microsoft.
