Default active directory users and computers

personally, when i have seen this there was a problem
during your dcpromo instalation you may have to remove
active directory and wait a few hours and then do the
dcpromo again. this is not very good if you are running
services on that server because you will have at least 3
hours down time, but a sure way to correct the problem
you can't just remove active directory and then do it
again right away you have to wait.

When i try to access active directory it says that
the "snap-in failed to initialize" i'm assumming that i
do not have something loaded but the error does not show
up in the event veiwer
.

I was assuming the issue was purely a client problem,
(this is an XP newsgroup) and that AD was already set
up elsewhere.
The point of my question was that if the system32\wbem
directory gets removed from the path env system var then
many mmc consoles fail to initialize.
