Sounds like the manufacturer opted to not create a 32-bit driver for the
product.

Especially since that tablet comes with Windows 10 64-bit pre-installed.

Driver bitwidth must match OS bitwidth.

If the OP has 32-bit Windows 10 on that tablet, it didn't come that way.
He wiped the pre-installed OS and installed a 32-bit version of Windows
10. When you install an OS, it is your responsibility to research if
the hardware will work with it. The OP needs to revert/restore the OS
that came pre-installed on the tablet.

It has a Windows 8.1 OEM sticker.

I used what I had on a USB stick.
I will install the 64 bit version.

I managed to find drivers for everything. Device manager was happy.
The device is for 3G. I inserted a Next G SIM card which I know to be
working. It shows in networking as eth 2 and says connected but I
can't get any data through it.

That was Windows 8.1 OEM.
Mine came with the hard drive erased.
