"Add/delete" missing from Control Panel

Default "Add/delete" missing from Control Panel

For some reason, my "Add/delete Programs" icon is missing
from my control panel. It's in the computer, and I can
access it, either through help or "regsvr32 appwiz.cpl" in
System 32. But I don't have any idea how to add that to
the Control Panel. Somebody told me to run that program,
and it would install automatically. But it doesn't.

Any help?
