Error "shared by another user or program"

I downloaded *.avi file on to my D:\ drive. But when I try to delete it I'd
get an error "cannot delete...it's being used by another person or program.
Close any program that might be using the file & try again".
I went to the Safe mode also trying to delete but the same result.
How I can delete it?
