Default Access Denied on Local Machine even as Admin

I've been experimenting with my Local Security Policy, and have runned across
a probelm. It seems that some how I can no longer access certain files
through applications.
i.e. If I were to use Microsoft Word and wanted to Access the CLip Art
Galary I would not be able to. Error Message would appear and state Access is
Denied.
in Another Exmaple, I cannot run Disk Defragment or even view the Disk
Manager. States that Access to "Local Disk Manager have been Denied".

First make sure you are logged on as a local administrator. You can use the
command net localgroup administrators to see membership of the local
administrators group. The link below shows how to use secedit to reset
security settings to default defined levels which may or may not help
depending on exactly what you have done. It will not however undo any
setting for Software Restriction Policies if you configured that or it will
not undo all NTFS permission changes but will reset services, security
options, user rights, and many NTFS and registry access control lists
defined in the default security template.. --- Steve
