Scrpts Not Loading

Ok,
All was fine and ten all the sudden my desktop is like win me or win 98
default settings I cannot change the look and feel of my desktop. When I try
to I get an error that the "Visual Styles could not load because the file
failed to load. Then it has Details: but there is nothing there."

And all areas are greyed out and when I try to apply the so called test
changes I get this error. I checked the framework and it has an error on the
scripts section.

I have searched and searched microsoft for this problem and I am unable to
locate anything which will help me ge this fixed.
