Default control panel

I go to start at open control panel. Then I open Add or Remove programs.
Then it reads "Please wait while the list is being populated......." . Hours
later
nothing is populated, screen still white and the message remains the same. I
am trying to remove Internet Explorer 7.0 so that I can install 6.0. I
need 6.0
to complete a class enabling me income. Thank You.

Default control panel

Go to Start button\Run\ and type; "gpedit.msc" (no quotes) and hit Enter\
Browse to User settings\Management Templates\Control Panel\ check that the
"Deny Acces to Control Panel" directive is set to not configured. Next run
an antispyware program to remove possible bugs that may have changed the
setting.

Also try the preferable method to unistall IE7.
Try Method 2: Use Spuninst.exe to uninstall Internet Explorer 7
