Default SUPER HELP NEEDED

I keep getting a "system alert" baloon telling me that I am exposed to
viruses and need to get antimalware protection. I have spyware protection,
virus protection, and even a popup blocker, but it remains there and is
driving me crazy. HELP.

Also, I cannot change my "desktop background" under the "display" tab in the
Control Panel. Every other tab in "display" works, but the "desktop" is
unresponsive.
Help.

Your computer is infected with some variant of the Smitfraud trojan. That is
what is producing the "system alert" balloon. Go through the preparatory
steps he

When all else fails, run HijackThis and post your log in one of the
specialty forums listed at the link above (not here, please).

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a professional computer repair
shop (not your local version of BigStoreUSA). The only alternative to going
through the malware removal tediously and systematically, probably with
online help from an HJT forum, and taking the machine to a real
professional is to back up your data and do a clean install of Windows.
It's your call. Please be aware that not all local shops are skilled at
removing malware and even if they are, your computer may be so infested
that Windows will need to be clean-installed. Have all your data backed up
before you take the machine into a shop.

what product is the alert advertising?
Do a Google on it, find out how to remove that malware, because that's what
it is.

After cleaning the computer as said by "Malke" try this for your second
problem:

For Windows XP Professional
===================

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand to User Configuration - Administrative Templates - Control Panel -
Display
3. On the right-side pane double-click the entry "Prevent Changing Wallpaper"
4. If the value is set to "Not Configured" or "Enable" then set it to
"Disable"

For both Home & Professional edition
========================

1. Click Start - Run - type REGEDIT and press Enter
2. Expand to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\
Explorer\ActiveDesktop
3. On the right side pane - check if there is an entry
"NoChangingWallpaper". Set its value to 0 by double-clicking or delete the
entry.

If that doesn't help then read what Microsoft has to say about this and
resolution:

You can try if neither of above works:

A key in your registry is probably pointing to a deleted file refered to as
desktop.html

If you go into your regedit and follow this path: HKEY_CURRENT
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

In there you may see a key that points to the C:\Windows\Web\desktop.html

If you see that key DELETE IT. Your virus software probably found this
hijack desktop viruz and deleted the infected file already.
