Group Policy Knocks out Proxy

When applying the Computer policy on my 2003 server Computer Confuguration
Windows Settings Security Settings System Services Help and Support
it knocks out my proxy server on our public PCs. It prompts for
authentication when trying to access the Internet.

Help!!!
