Default Restoring Application Data and Local Settings\Application Data

I have been searching for the answer to this question, but I'm unable to find
any satisfactory information.

I did a complete format and reinstall of windows xp. I have all of my
Application Data and Local Settings\Application Data backed up. I know I can
selectively restore some of the settings and information, but I was wondering
if I could simply copy the backup folders in totality and be done with it. I
have made extensive customizations to most of my applications and I already
have at least 3 days of reinstallation to do with default settings. It will
take me at least that many more if I have to recustomize everything.

And if I can restore the settings this way, can I do it before I reinstall
all programs, or should I wait until I restore the program before restoring
the settings?
