Default Help and Support

When I click, ? Help and Support option, I am getting a msg that Windows
cannot open Help and Support because a system service is not running. To fix
this problem, start a service named Help and Support. How can I start the
same?

You must be logged into an account with Administrator permissions.

Control Panel Administrative Tools Services
