How do I turn those annoying balloons that pop up

I cant find the place to turn off the little info
balloons that pop up when new programs are installed or
when im shutting down it pops up and tells me: This is
the button to shut down. Etc.

You need to use the WindowsXP TweakUI PowerTool. Get it he

Select "Tweak UI.exe" in the right-hand column

Disable the notification:

Right-click on the taskbar, choose Properties, and click on the Start Menu
tab. Make sure that Start menu is selected rather than Classic Start menu;
click on the Customize button next to Start menu. Click on the Advanced tab,
locate the box near the top titled Highlight newly installed programs, and
uncheck it. Click on OK to accept the change.


This feature is controlled by a value in the Registry, specifically the
DWORD value Start_ NotifyNewApps in the key
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\Advance
d.
If it's set to 1 (the default), new applications will be highlighted in the
Programs menu and the message balloon will appear. If it's set to 0, neither
will happen.

You have a choice: You can do the Registry hack yourself, or you can allow
TweakUI to do it. I prefer TweakUI. I really don't want to go messing
around in my Registry, thumb-fingered as I am.
