Default Will Not Boot Fm CD-ROM

Windows XP Home - I'm getting LSASS.exe error, failed to initialize
(0xc0000005) with only OK option. When I click OK, system halts with black
screen and cursor. HD light goes off and no othr activity.

I am trying to just reload O/S but can't get it to go to CD. I've set BIOS
boot seq to the IDE CD-ROM device vs HD, but system will not load fm CD.
System does not give Press Any Key To Load fm CD or anything, just goes
straight into startup where I get LSASS.exe error. I've tried pressing F12 to
access boot options, select CD and still nothing.

Only thing I could think of is bad CD, but I have two and have tried both.

Any help will be greatly appreciated.
