Default Taskbar stays up

What causes the Taskbar to stay up?

Sometimes I can go to properties and uncheck / Apply / check / Apply
Auto Hide and that lowers it.

Is there a permanent fix?
It is irritating.

If someone suggests going to Win 7 then OK, you pay for it for me and
the new laptop too.

Isn't there a box to make maximized windows go over the task bar?

Or can't you make the taskbar one pixel high.

Meet me at 32nd and Broadway and we'll see what we can do.

If you put a -- line (hyphen hyphen space) in front of your sig, it
would disappear on quoting. You have 3 hyphens. Please do that.
