Taskbar WordPad button, not responding to right-click???

I have a taskbar button for WordPad documents.
Since the 1903 update, sometimes right clicking on that button does not
pop up a list, nothing happens.

Works fine on my 1903 notebooks.

It fails here, but right click works on every other taskbar button.
I might need to do a reinstall, or at least go back to a less
advanced install to check it out. I know it worked sometime before.

First, I right clicked and removed the button from the Taskbar.
Ended up with an outline icon for the button. But it functioned at
that point. Then deleted the shadow button and put it back on the
Taskbar. Working fine. Was concerned about losing the Jump-To list,
but it's still there.
