Default how to block from e-mail

I want to block one person with a certain e-mailadres. So all the message's
from that e-mailadres must be blocked. Okay I can put him in the "Not
accepted" area but that won't work properly.
Does anyone know if there is a programm or small tool for this?

Check out http://www.mailwasher.net

I have heard that it works well at blocking spam and it can be set to bounce
email from specific addresses.
The free version reportedly doesn't work with hotmail but the Pro version
supports hotmail and multiple accounts.
