Default Explorer.exe

I just recently bought a new hardrive and installed XP Pro. Because i was
having a problem where the process "explorer.exe" was using up a lot of my
cpu (70-99%). But by doing this I didn't solve anything so I figured there
must be a patch or something i can do to XP to make this problem disappear.
Any help would be greatly appreciated.
