Search Windows Help for "messenger" or ask the spammers who
have made most people block or turn it off.

This makes a message box before log on.

Start|Run|regedit|HKEY_LOCAL_MACHINE|SOFTWARE|
Microsoft|Windows|CurrentVersion|Policies|System|l egalnoticecaption
(for heading)|legalnoticetext (for text)

if you need to make frecuent changes to message;
Go to menus bar and add to favorites, to access registry key from menu.
Hope this helps.
