office (identical machines to mine) and they are not
always running this application. However, mine is always
running sqlservr.exe in the background.

How can I safely stop this process and also stop it form

Sqlservr.exe is an engine for some database that is

installed on your computer. You will see it's icon at the
bottom of the screen as a little serverbox with a green
arrow on it(indicating it is running, red dot on the
serverbox if it isn't running). You can double click on
the icon and instruct it not to start automaticaly or you
can remove the shortcut from your startup menu. After this
you will have to start the server manually when you need
it.
