Default Cpu usage

When standing idle or running. My CPU usage is maxed out.
When I check processes under task manager it appears that
file: winlogon.exe is using about 68 percent and file:
svchost.exe is using about 30 percent of the processes.
While the system idle status is 0 percent. Does anyone
know what this problem is related two and how to correct
it. My antivirus has not detected any virius'.
HELP!!!!!!!!!
