Default Update computer name without restart?

Hi,

Is there a possible way to change computer name,
stop/restart some services and have the computer name
updated without a full reboot?

I want to take a computer out of domain into a workgroup,
change computer name and add it back in without a
restart... is this even possible?

Although it may be possible it would surely not be safe.
