Default offline tab greyed out -XP PRO

I just purchased a laptop and would like to use the
offline feature however the offline tab is completely
greyed out. I have reinstalled XP 3 times already and it
shows up for a day and the next day I log on it goes grey
again. Please help!! I have disabled Terminal services and
remote assistance. As that has been suggested.
Your help is greatly appreciated.

I am unable to access the offline TAB to do what the
instructions in the kb suggest!
