Default Telnet server

Can you recommend a Telnet server for Win XP Home SP1 which would enable
me to remotely (on the LAN) initiate running a .cmd file on the XP box
with Administrator privilege?

(I will have a gateway firewall to block Telnet ports to the WAN)
