can't force-quit app on NT Server, "access is denied"

Default can't force-quit app on NT Server, "access is denied"

I figure I should be able to force-quit anything. This particular app is
being lauched by a service and then hangs. I'd like to force-quit it, but
when I try I get the error "access is denied". I am logged on as the admin.

I tried restarting the launcher service. It had no effect.

Any idea how to kill this thing?

Try the "kill" tool from the NT Resource Kit, using the -f parameter to
force it. However, this still does not guarantee it'll be killed - I've got
one application on one of my server that oftens gets stuck when allocating
threads, and nothing can kill it (save a power cycle) until it's finished :\
