Default Baud rate problems

I am having a problem with a computer that seems to be stuck on one baud
rate.

Whenever I use a program to dial out on the modem. It always connects at
33600. I can manually dial out using AT commands and it will work, but it is
almost as though there is a setting some where in Windows XP that is causing
the modem to lock in on 33600. I have pasted the log from a session:

Default Baud rate problems

A few things to remember about modems.
1. The connection MODEM to MODEM is the one that BOTH support.
2. 115000 is the internal speed or serial port connection between the PC
and the MODEM (NOT modem connection speed)
3. "56k connections" (or anything above 33.6 actually) require a digital
phone line on the HOST modem.

Given the above any "peer to peer" connection will at best only connect
at 33.6k
