Default Faxing from XP

I've set up fax sharing on a server 2003 box and faxed from an XP box
but I have been having one minor problem. When I send a fax directly
from the server it will dial the 9 (which is part of the dialing
rules) to get an outside line, but when I send from the XP box the 9
is not dialed even though the "Use dialing rules" is checked in the
fax sending dialog box.
