Default Add Printer Permissions

What can I do to allow a regular user to add printer drivers. the problem is
with the users that have a laptop. We can install the printers that they have
in the office, but when they take the laptop home, they need to be able to
install their printers there. How can i assign permissions to them so that
they can install printer drivers?

Default Add Printer Permissions

Install Vista. Users can install inbox drivers on Vista. XP the minimum
security is Power User.
