Default Adding input language

I have just reinstalled XP Pro but can't change input language. I'm running
US XP and would like to change that into Swedish so I can use our letters
with dots and rings.
I've run all the updates as well as the "Multilanguage User Interface" CD
for Swedish without result.
I can add "Input language Swedish" but I just can see "United states Dvorak,
United states Dvorak for left hand, United states Dvorak for left hand and
United states International" in "Keyboard layout&IME".
Please help.....
