Default ipod/itunes apparently caused complete usb failure

Last night, I connected my iPod Shuffle to my PC to sync with iTunes.
Immediately, iTunes crashed, and a BSOD with an 0x00000007 error flashed
briefly before it restarted. The computer restarted with no display. After
booting the PC from the WinXP disc, my PC reports that all USB ports are
functioning, but will not recognize USB devices connected to those
"functioning" ports (no response whatsoever). So far, I have: connected USB
devices and scanned for hardware changes using Device Manager, uninstalled
and reinstalled USB drivers using Device Manager, attempted to update same
drivers, and applied all necessary Windows Updates. NONE of these steps have
resulted in restored USB functionality. Please advise.

I think it's a fair assumption to say you have damaged system files. My first
try at fixing that would be running the command:

SFC /SCANNOW

If no help, a Repair setup of XP.

I tried the scan, it finished scanning with no notifications.

A repair install sounds rather risky and labor-intensive, isn't there some
sort of registry modification that I could perform instead of overhauling my
OS? I'm looking for a second opinion.

UPDATE: Since I didn't want to risk losing data in a Repair Install, I have
followed the alternative advice at michaelstevenstech.com, and installed a
new HD with a fresh version of XP, to no avail.

I still have no USB and no floppy drive (can't flash my BIOS!), so I expect
that would have been the result of a Repair Install, as well. Please advise.
XP functions normally (I'm not running in Safe Mode) except for the USB and
floppy problem.
