Default lost encrypted data?

I reformatted my disc, reinstalled XP SP2, and restored user files from a
..bak file to a newly created user account (the original account is gone).
One restored folder is EFS-encrypted. I have the exported .pfx certificate
that was used to encrypt the files, and I have the associated password. I
successfully imported the certificate to the new user account, but the
encrypted files remain inaccessible; I get "Access is denied" when I try to
open any of them.

Should importing the .pfx have given me access to the encrypted files? If
not, is there anything else I can do to recover them, or are they lost? (I
did not take any recovery measures other than exporting and backing up the
..pfx certificate.)
